A Chinese export customs regime (supervision code 1039) for goods bought in approved wholesale market clusters such as Yiwu, with simplified declaration and a cap of USD 150,000 per declaration.
The regime is governed by China Customs (GACC) Announcement No. 221 of 2019. It lets eligible exporters ship mixed goods from many small market vendors on one declaration, even when the vendors cannot issue VAT invoices; the vendors' exports under this regime are VAT-exempt. That is why many consolidated shipments from Yiwu are declared under 1039.
For you as the importer, it mainly affects how the goods are declared on the Chinese side. Your import clearance, duties and product compliance at home are unchanged, so you still need an accurate commercial invoice and packing list. See buying from Yiwu without visiting.
